The brunt of our work in the food distribution program was in the southern municipality of Kacanik along the border with Macedonia. It was a focal point of the conflict and suffered accordingly. The rough tracks that passed for roads were often muddy, and some remained mined and off limits. The CARE staff was tasked with getting monthly rations of basic foods -- flour, oil, beans, salt -- to remote villages and farms.
