CARE is working with the Province and Districts as part of decentralization and good governance, supports civil society and supports economic development for vulnerable groups. PADDEP is a programme for the Province and Districts with CARE's technical assistance, primarily training and capacity building, institutional strengthening, and accompaniement of politico-administrative, civil society and the population. All of this should result in improved techncial and organizationsl capacities, improved dialogue amongst stakeholders, advocacy, community management of public goods, and that local communities are empowered to help vulnerable members of society.
The global objective is to contribute to a sustainable reduction of vulnerability and poverty of Ruhengeri's population. Specifically, this includes the reinforcement of the links between local communities, politico-administrative structures for an equal share of responsibilities and advantages in the process of decentralization, good governance and economic development in a climate of peace and social justice. First intermediate objective is to improve the institutional cpacities for the management of decentralisation, good governance and community development. Second intermediate objective it to increase the active participation of civil society in economic development and local governance. Third intermediate objectives i to accelerate economic development in favor of vulnerable groups. The overall programme is 12,000,000 Euro and CARE's role is to provide technical assistance to the Province and Districts, as well as for civil society.
