CARE implements MOASAVA in Antsiranana Province, where major reconstruction efforts are underway to
link the important commercial centers of Antalaha and Sambava. MOASAVA works with the hundreds of laborers
who are migrating into the area in search of jobs in the reconstruction project. CARE strives to increase residents'
and migrants' awareness of the risk of HIV/AIDS and how they can prevent themselves from being infected. Project
interventions include developing and implementing IEC campaigns in close collaboration with community and
government structures, and improving urban infrastructure such as roads, canals and water and sanitation facilities.
CARE's role includes identifying, in collaboration with government authorities and communities, 150 kilometers of the most important and most economically viable secondary roads, which will be rehabilitated using cash for work.
Finally, CARE helps establish community associations and develop income generation models to ensure that
communities can maintain these important roads on a sustainable basis.
