CARE's AINA project is implemented in two districts in Tamatave province, and targets over 100,000 youth
between 10 and 25 years of age. The project is built on CARE's experience reinforcing local decision making
processes and establishing community development committees. AINA assists local government authorities to
establish committees against HIV/AIDS in each village of the two districts. These committees are part of the overall
development planning process at the village level. The fight against AIDS is part of a multi-sectoral approach that is reinforced by joint planning at the village and commune levels and includes all key development actors in these districts. CARE's strategies include advocacy, community partnerships, peer education, interactive IEC strategies, social promotion of condoms, gender awareness, improved targeting and testing, and development of monitoring and evaluation systems.
